Unless you are injured or in danger of overextending yourself, get up and go meet Elric. He's paying you for a service, to complete a delivery - not to sit around at the aquarium while he comes to you.

I'm not sitting around. He told me to wait here for him and instead of doing that I've been searching surrounding buildings for more supplies. He said he was already coming North anyway.

If it's that much of a problem then he doesn't have to pay me. I don't even really care about payment--I just want to help people.
